Indeed.  The entire BCC concept is that it is in fact "blind" (the "B"
in "BCC") to the named recipients.  The BCC recipients have been
separately delivered to before a copy of the message is forwarded to
you, and any evidence of their addresses (or even the existence of a
BCC line at all) should have been removed.  

This is 100% a policy issue, not a technical one. In a technical
sense, BCC is equivalent to the author having sent the message to
your list, and then forwarded his/her own saved author's copy to 
others.
