Mandate is not a word I would use to describe IETF actions.  In any
case, this document was a draft and was just one man's opinion (although
I agree with most of it).  Unfortunately, the document has long since
expired.  The reference you provide is to a mirror and not the official
internet-draft repository, which, in fact, does not have the document.
