They are, actually.  That's what the STD and BCP series are for.  They
also have RFC numbers mostly so that there's a single number that you can
use to find everything, but things that really have been decided are
intended to advance to the STD or BCP (best current practices) tracks.

The pitifully small number of protocols that advance to STD status says
something rather unflattering about the quality of protocol work that we
generally manage to do, unfortunately.
