Certifying mailing lists and mailing list providers turns out to be a
rather complicated problem, particularly when you have large lists and
mailing houses that mail for third parties.  I'm a director of a company
called whitehat.com that provides that service for a fee, and I just don't
see how a shoestring automated system could do a credible job.
