Oh, they have. Just read news.net-abuse.* newsgroups. There are fights going
on over a couple of UDP (usenet death penalties) over ISPs that don't patrol
their networks. One has something like 14,000 proxy relays on it or some
godawful thing.
And then there are the zillions of sites running versions of formmail.pl
that are wide open to spammers. And the spammers who send out through
company's "forward to a friend" CGIs and feedback form CGIs. And...
