I'm not so sure.  E.g. what about Content-Type:, MIME-Version:, and
Content-Transfer-Encoding: ?

MM2.1 is RFC 1153 compliant to a point[1].  It certainly keeps the
specified headers in the specified order, but it also retains the
three mentioned above, as well as In-Reply-To:, References: and
Precedence:.

It seems to me you have to keep the MIME related ones, otherwise you
might as well just delete any non-text/plain messages.  In-Reply-To:
and References: are needed to make sure summaries will thread
correctly once the digests are bursted.  And Precedence: does no harm
and potentially does some good, IMO.
