This is one of the places where the law may have changed
much since I knew anything -- and is apt to go on changing, because
some of those affected support expensive lobbyists. It affects
things like telephone directories, which involve big bucks. There
may be stuff to find under "sweat equity" or "sweat of the brow"
...
