I have one mailing list that requires a completed application to
join.  The topic of the list is fireworks.  The primary purpose
of the application is to screen out folks who have mischievous
intent.  I do keep the applications on file.  No one has
complained that they've been spammed... other than occasional
address harvesting and worms.  I do not use scheduled purges.
This list is fairly low profile.  Most new subscribers hear about
it through other fireworks organizations.
