Within an email structure where you can trust that there is no forgery.
Typically that will only be mail from within an organization.B
In fact, we do it all the time when whe don't use MLMs. Various people
say that they would like to be cc'ed on some discussion, and we go ahead
and do it without confirmation.

Confirmation is not required where:
(1) You can trust every subscription request, and your users trust you
not to add people who don't wish to be added.
OR
(2) People have no choice anyway (as in your example which I snipped)
Maybe there is another class of circumstances that I've missed.
