I don't see what is so awful about that.  Of course the cron job should
call "make" and the makefile should have my-list.restrict depend on all of
the others, so you only rebuild it when necessary.

Furthermore, do you really need it to be every five minutes?  Is it such a
disaster if someone has to wait 30 minutes before between subscribing to a
list and posting?
