If you can actually get your major users to all agree on this point,
then you are more fortunate than we are. I've got one group clamoring
that we have to do something about all this spam, and another group
saying they absolutely don't want any filtering of their mail in any
form. We eventually had to spend several weeks developing a system where
we could implement spam blocking on a per-recipient basis.
