Software to do Merged announcement mailing lists

My company is having a pretty high opt-in rate - when people sign up for 
our services about 40% are selecting to receive our newsletter.  We aren't 
currently capitalizing on this audience, we need to start sending out a 
newsletter.  The marketing department wants to send a personalized 
newsletter.  So we need software that will do a mail merge, preferably 
something that we can integrate with our application which is written in 
Java and uses Velocity templates.  Any suggestions?
