Because I wrote the original version of Majordomo. We continue to support Majordomo by hosting the Majordomo-related mailing lists, even though I'm not really active in Majordomo development any more (it got to the point where it did everything that _I_ wanted several years ago... :-) The Majordomo-Docs list is there to be used. If you think a discussion that's taking place on Majordomo-Workers would be more appropriate to Majordomo-Docs, encourage the discussion to move! Just like you would try to redirect any off-topic discussion on any other list...
