Need better documentation on using/setinup bounce mailing list

I could use a few paragraph description on handling bouncing mail
messages including:

	the setup of the aliases for bounce
	who sends mail for the bounce alias (nobody) and why
	using bounce-remind from cron
	using bounce(1) to put somebody on the bouce list

along with any other tidbits you can think of. This would go in the
README for 1.93.  Any takers?
