I agree.  My experience has been that most non-sendmail SMTP
implementations do not support EXPN.  (No great shakes since EXPN is
an optional SMTP command anyhow, but a lot of SMTP implementations
also skip some required commands as well.)

Perhaps the most important reason to not create a dependency on EXPN
is that there are still plenty of systems in the world that not only
don't run sendmail but also don't use SMTP at all.
