Besides all the reasons others have cited regarding problems with
"EXPN", here's another one: I don't want to make Majordomo require an
SMTP mailer.  As it stands right now, Majordomo should work perfectly
well on a UUCP-only site, or even a site that uses only local mail and
has no off-machine connections and thus no UUCP or SMTP mailer.
