moderated lists

Is there a way to make a "moderated" list with Majordomo?

What I want to be able to do is have a list where submissions to the 
list go to the owner (or to someone designated as a facillitator). 
At 
regular intervals the owner posts an annotated compilation of
messages to 
all members of the list.
