Header hacking (adding "Sender:" and possibly "Precedence:" lines, most
importantly).  Beyond that, it depends on what flags you're using to invoke
"resend" with.  It might be moderation, administrivia request filtering,
restrictions on who can post, length restrictions, and so forth.
