I see nothing wrong with this as a general practice, although in
specific cases (such as the one you cite) it can be improper.  I run a
lot of scientific mailing lists, and if I spot an item that might be of
interest to a particular group I post it to them.  So long as the
postings are appropriate, what is wrong with this?

For example, if someone picks up some hot news about an outbreak of red
tides or a new kind of shellfish poisoning, they would be welcome to
share it with the phycotoxins mailing list whether they belong or not.
