setup help (majordomo 1.90)

hi,

i'm trying to set up a list such that all mailings to it must first be
approved by the list owner.

in the list config file i have the following set

	# moderate           [bool] (no) <resend>
	# If yes, all postings to the list  must be approved by the moderator.
   moderate          =   yes

	# approve_passwd     [word] (z-car.pass) <resend>
	# Password to be used in the approved header to allow posting to
	# moderated list, or to bypass resend checks.
   approve_passwd    =   z-car.pass

but the list is still unmoderdated.

what am i forgetting?
