I would like to have the "private_who" configuration variable turned
into a "restrict_who" which works like "restrict_post" does.  I have
a case where I want a limited number of people to see who are on a
list, but they are not list members and I don't want the list members
to be able to.  This is due to some privacy issues that have come up
that may involve state law.  Just a suggestion for the next version.
