What does the bounce look like?  Is it generated by your mailer or by another 
system?  That address is in a perfectly valid format.  The only question is 
whether 'pbs.pbs.dfo.ca' is a legal host (you mentioned later in your message 
a hostname without the extra 'pbs' at the beginning).

If 'pbs.pbs.dfo.ca' is a legal host, then your mail config needs to be fixed.  
If it's just supposed to be 'pbs.dfo.ca' then your friend's system needs to be 
fixed.
