When a subscriber to a list with a restrict_post file controlling
who can post to that list, the owner gets a message from Majordomo
saying that the message was submitted by a non-member.
It appears the function of this is to have a list that allows
only certain people to post, while having the message sent to a
greater number of people (moderation without the work, of a sort).
