syslog reports: service unavailable

First: most majordomo facilities work.

Now:  When I attempt to post to the list, I get no results.

      Upon inspection of syslog I see the line:

      Nov 16 11:37:07 spl1 sendmail[8308]: AA08306: to=:include:/u9/majordom/lis
ts/spl_exec, delay=00:00:03, stat=Service unavailable

Why?
