can't locate getopts.pl

i am trying to set up majordomo.
when i try to test some of it using the line
 wrapper resend
to see how i am doing, it tells me it cannot find
 getopts.pl
and that routine does not seem to be in the tar file.
i am on an sco unix system.
i did not get any error messages when i tried to install things
 as far as i can tell.
