Moderated List

Hello,

Can someone please tell me why I am able to make my list moderated?
If it is unmoderated, it runs fine.  Once I put in -A -a <path to file>
option, I keep getting this Invalid 'Approved:' message.

I checked the password to make sure that I am using the right one.
