It is possible, but it depends on the degree of cooperation you can get from
your ISP as far as setting up special aliases, etc.
Certainly the simplest way to do this would be to have the announcement list
moderated and the discussion list unmoderated. All messages mistakenly sent
to the announcement list would end up in the moderator's mailbox and would
have to be dealt with manually. The announcements would be sent to the list
with the Approved header and get through to the list. The down side is the
manual handling of any messages mistakenly sent to the announcement list.
If the number of incoming messages was small, this might be ok.
If your ISP is cooperative in setting up special aliases, you could have the
announcement list moderated, then set the "list-approval" address alias to
"/dev/null" and simply trash any UNAPPROVED messages sent to the list.
