sure it can! ;)
create a moderated list. owner is /dev/null. announcements get
mail to the list with the line 'Approved: <passwd>' as the first line in
the body of the message or as a header line. viola! a one way mailing list.
if you make the one way list closed and link its subscriber list to
another list's then the membership tracks that of the other list perfectly.
no advertise night be good as well.
