Precedence doesn't have anything to do with delivery speed.
Precedence has to do with what to do with the mail at delivery. See
some programs (like UCB Vaction) will or won't do special things with
a precedence of bulk.
You can get your copy of the post faster (atleast with sendmail) if
you move your name to the top of the list. If you are already at the
top of the list and you get your mail on the same machine the mailing
list is run out of then it just takes 5 minutes for your mail to be
delivered.
FYI, from the vacation(1) manpage:
No message is sent if the `To:' or the `Cc:' line does not
list the user to whom the original message was sent or one
of a number of aliases for them, if the initial From line
includes the string -REQUEST@, or if a `Precedence: bulk' or
`Precedence: junk' line is included in the header.
