You do not need to change ANY headers. The idea is that you send a message
to the list. The first line of the message is the Approved Header followed
by a blank line. You follow this by the full set of headers that you want
to appear in your _submitted_ message, a blank line, and then the actual
message you want to submit.

Thus if I wanted to submit this message to the list and pre-approve it, my
submitted message would be the following (I'm Quoting to avoid any
problems).
