MS Mail and Moderated Lists

I have a mailing list that needs to be moderated by someone using 
Microsoft Mail.  For some reason, all messages that have been Approved: 
are still bouncing back to the list-owner.  Can anyone out there tell me 
why this would be, or offer some kind of solution?
