My opinion only, your mileage may vary.
Medium difficult to install, easy to set up list. If you are not
inclined to read documentation thoroughly than these could be very
hard and medium.
First time about 2-4 hours, subsequent installs 1-2 hours.

Low-medium, you should understand what compiler error messages mean
and how to fix them and how improper file permission affect the running
of programs. You should have a fairly good understanding of how your
MTA works. A working knowledge of perl is very helpful but not
absolutely required.

Very low to low, depends on how big the list is and the list policy.
Moderated and/or closed lists will take considerably more time than
open lists, of course. An open list shouldn't require more than 20
min. per day no matter how big the list is. Most of it chasing down
bad e-mail addresses, if you have a policy of simply deleting these
you should not have to spend more than 10 min. per week per list.
