My experience has been that the headers must come after the "Approved" line, 
which must be the first line in the message body.  Everything else screws things 
up one way or another.  

Also--you *must* have a space between the "Approved" line and the next header.

If I want to send something directly to the list, I have a text file with the 
"Approved: PASSWORD" and then a "To: listname@host.xxx" and then a "Subject:" 
line.  So then I can just fill in the subject, write the message and send it 
off.  (The from is supplied by my mailer.)
