I'm running Linux 1.1.63 and perl 4.036. My cgi-lib.pl is v1.6. Since it
only declares subs and returns true at the end, I would guess that
the require "cgi-lib.pl" statement isn't finding it.

Yes, install it in your cgi bin directory (specified in your http
server config files). Then it can be invoked with a URL such as
http://www.merak.com/bin/majordomo.
p.s. I'm also running Hypermail on Linux. It was trivial to compile
it from the source.
