You can't make a list moderated without using resend. Use the aliases
that direct list mail to resend and the list-outgoing alias, e.g.:
simple-list: "|/hd1/majordomo/wrapper resend -l simple-list -h your.host.here simple-list-outgoing"
simple-list-outgoing: :include:/hd1/majordomo/lists/simple-list
simple-list-request: "| /hd1/majordomo/wrapper request-answer simple-list"
owner-simple-list: markd
owner-simple-list-outgoing: owner-simple-list
simple-list-approval: markd
