It sounds like the approvals are being sent to the list itself, not to the
Majordomo address.
APPROVE requests are generated by "majordomo", and responses should go back
to the Majordomo address. BOUNCE messages are generated by "resend", and
responses (assuming the message is approved for posting) should go to the
list address.
