Subject: problem w/ "subject prefix"

i can't seem to get "subject_prefix" to work at all.
(i didn't see anything in the FAQ on this topic.) 

our users would like to have the mailing list pre-pend the user's
subject line and it looks like this is the way to do it.  here's a
sample of one of the config file entries:

        # subject_prefix     [word] (rfts41542) <resend>
        # This word will be prefixed to the subject line, if it is not already
        # in the subject. The text is expanded before being used. The
        # following expansion tokens are defined: $LIST - the name of the
        # current list, $SENDER - the sender as taken from the from line,
        # $VERSION, the version of majordomo.
subject_prefix    =   rfts41542

we're using MD v1.92 on SunOS 4.1.3.
