Have you run newaliases (or sendmail -bi) to compile the alias database?
Every time you edit the aliases file, you must run newaliases to build
the database, which is what sendmail actually uses.

If sendmail.cf says that the alias file is /usr/lib/aliases, then
/etc/aliases (whether or not it's a link) is irrelevant.
