I just came across something interesting...

When I send a request to the mailer like config, and I watch what
happens on the server itself, I get two or three files popping up
(depending on my timing) into my lists directory:

shlock.4469   (or whatever number it uses at the time)
londonweb.conf
L.londonweb??????     I can't remember the filename except it started
with L.

Could it be a permissions problem I'm having that won't write the config? 
I can't imagine it being that since I can get the list to run otherwise, but
stranger things have happened.
