how does address match work, exactly?

i asked this once, to no answer, and i don't read perl well enough
to be able to easily figure it out.

i've turned on restrict-post, but right this minute, i'm getting nailed
by a drive-by spammer; the stuff is going right on through.  i'm about
to switch to moderated (something i really really don't have time to
do and don't want to do) until i can get this free magazine dipshit
shut down.
