One thing that I ran into but neglected at first was the setting of the
administrivia variable in .config. It checks for words like subscribe
and unsubscribe in the first few lines of the message to make sure people
don't send requests to the list itself out of ignorance. If such a
pattern is found, it bounces and needs to be approved. Check on that.
