First, the info request would go to majordomo or to the
listname-request address.  Not to the list.

I think you're missing a step - you never call the resend program on
the list itself, so the config file is never referenced.    Here's an
example of my aliases:

musicals-mail: |/usr/local/lib/majordomo/wrapper resend -l musicals-mail -h world.std.com musicals-mail-outgoing"
musicals-mail-outgoing: :include: /usr/local/lib/majordomo/Lists/musicals-mail
owner-musicals-mail: eliz
musicals-mail-request: "|/usr/local/lib/majordomo/wrapper majordomo -l musicals-mail"
musicals-mail-approval: eliz
