... I had a similar problem with archive. It took me a while to realize
that I was never referencing the alias. Here are the lines from the
aliases file that allows me to archive a list called remtest. 

remtest: remtest-resend, remtest-archive
remtest-outgoing: :include:/usr/local/majordomo/lists/remtest
remtest-resend: "| /usr/local/majordomo/wrapper resend -l remtest
       -h e-math.ams.org remtest-outgoing"
remtest-archive: "| /usr/local/majordomo/wrapper archive -f   
      /usr/local/majordomo/archives/remtest -m -a"

Originally I had the first line set to:
remtest: remtest-resend
