It's there already, sorta.  Right now majordomo sends email to the
person saying your request has been processed and kicked back to the
list owner.  This gives them a window to send e-mail the list owner
saying, Uhhh I don't want to be on the list.

The other argument I'm going to give is how many hoops do you want
someone to jump though before they get on the list?  Should the be
required to send a blood sample to you though SMail?  Until we get
wide distrubution of Privicy enhanced e-mail it just isn't going to
happen. 

At the moment if you fear that someone is subscribing people who don't
want to subscribe.  It takes a human to figure it out, just hold the
subscriptions till the person says they do infact want to be on the
list.
