Looks to me like your sendmail is set up to do local delivery to
programs via the "smrsh" front-end program. This checks to see
whether the system admin has allowed any particular program to be
run from sendmail. If the program has not been permitted, you get
this error.
Your mail maintainer needs to install a link to wrapper in smrsh's
bin directory, so that smrsh will allow "wrapper" to be run. This is
how it works on my majordomo system. Mail me if you need further
