Assuming that the decnet node 'VMS' actually exists within 'company.com'
the 'system.company.com' mail software should be configured to route
mail to 'smith@system.company.com' to the proper machine. If it does
not then whomever set up system.company.com seriously screwed up the MTA
configuration.
Or else the correct address is really 'smith@vms.company.com', in which
case the MTA on 'VMS' has not been set up to properly deal with Internet
e-mail (again, whomever set it up screwed up).
