limit commands and posting?

hello,

after going over the FAQ, docs, and various other sources, i am still
unable to find the answer to the following questions:

1. is it possible to completely disable to who command so that the
subscriber list is invisible to everyone but the list owner?

2. is it possible to create a list that anyone can subscribe to, but only
one person can post to (e.g. a controlled announcement list)

any help or information about these questions would be greatly appriciated.
