        Patrick, cheerio to you! and all the others who helped.  You hit it

        The relevant portion of the config file is:

	# restrict_post      [restrict_post] (undef) <resend>
	# If defined only address listed in one of the files (colon or space
	# separated) can post to the mailing list. This is less useful than it
	# seems it should be since there is no way to create these files if
	# you do not have access to the machine running resend. This mechanism
	# will be replaced in a future version of majordomo/resend.
restrict_post     = valleylaw
...................................................
        Adding the name of my list, valleylaw, as the value for
restrict_post is what did it, or, you can create a text file, I suppose, if
you want your brother-in-law to be able to post his wisdom; but he doesn't
want to subscribe to receive your list members' wisdom. <g>.  

        However, this value seems to work as INCLUSIVE so to selectively
EXCLUDE only certain addresses or words, you do need a killfile as Mr. Fu
Bar <fubar@dino.fdt.net> suggested uptopic.

        Just thought I'd add that so that other newbies like me don't get
