I think your problem may be related to where "sendmail" is found on your system.
"Out of the box", majordomo wants to find sendmail in /usr/lib/sendmail. On my
FreeBSD 2.1 system, sendmail is in /usr/sbin/sendmail. I had the same symptoms
until I created a symbolic link from /usr/lib/sendmail to /usr/sbin/sendmail.
