There has been talk of making the majordomo program pay attention to
taboo_headers (a new feature in the current development version) which
could prevent certain addresses from even communicating with Majordomo.

The current development version allows the "confirm" option to
subscribe_policy, which requires that the address that is trying to
subscribe return a confirmation message. This handily prevents bad
addresses; if they can't get the confirmation message, they can't
subscribe.
It looks like 1.94 will have most of what you're looking for when it's
released.
